If a virgin or a woman refuses to marry no one has the permission to oblige her, even if the marriage formula (Sigha) is pronounced the marriage is invalid until she agrees.
Neither the Qur’an nor the Islamic tradition confirms forced marriage. In Islam, marriage is not obligatory; thus, nobody including parents has the permission to oblige someone to marry unwillingly. According to Islam, marriage, without the virgin's father's permission, is not valid, but it does not mean that the people can be forced to get married. The Prophet (PBUH) said: a virgin should not be given in marriage until her permission is sought, if she refuses (to marry) then she is not to be forced. [1] Therefore, all Muslim jurists believe that the marriage is not valid if the woman does not agree. [2]
