Umar was the first person who congratulated Ali(as) in Ghadir? Who was the first person who congratulated Imam Ali (AS) in Ghadir Kham?

Who was the first person congratulate Imam Ali (a.s.) after becoming the guardian of the Ummah on Ghadir Day? Who said this kind of congratulations: "

Bakhin Bakhin O Aba Al-Hassan!" Asbahta Maulai and Mauli Kol al-Muslim?

Therefore, in this research, I would like to know the first person who congratulated Hazrat Ali on the day of  Ghadir Khum for his election to the guardianship of the Ummah.

The Prophet of Islam (PBUH) kept the pilgrims for three days in a place called Ghadir when he returned from Hajj al-Wada. After all the pilgrims gathered, he stood on a pulpit made of camel saddles and gave a speech to them. In this speech, he took the hand of Ali bin Abi Talib (a.s.) and addressed the people: "Am I not the guardian of the believers?". All the people confirmed the Prophet's guardianship over themselves. The Prophet (PBUH) continued: "Whoever I am the guardian of, Ali is also his guardian." It is reported that at this time Umar bin Khattab got up from his seat and said: "Bakhin Bakhin Laka Ya Ibn Abi Talib
Well done, Well done, you have become the master and master of all Muslims." 1
Some other Sunni sources have given this article a slight change in the wording.2  According to Shia sources, Umar bin Khattab said this after pledging allegiance to Amir al-Mu'minin Ali (a.s.).3

With all this importance, why should this important event in the history of Islam be kept secret? Why is this Eid, which is called the Great Eid in Islam in various traditions, not taken seriously among the Muslim community? The duty of all Muslims is very heavy in front of this Eid. All Muslims must try to introduce this Eid to all the people of the world.
